PRO ASYL suggests as guidelines for the reception and treatment of refugees the following measures:

  1. Co-ordinated reception of refugees in the EU-States
    and Germany

    In view of the hopelessly overcrowded refugee camps in the region, the excessive demands for the neighbouring countries and the lack of perspective on short-term return of refugees should the German EU-Presidency support strongly a generous reception of more refugees in the EU. Germany also must declare its readiness for the reception of a higher quota.
  2. Quota-refugees
    To quota-refugees received by the Federal Republic of Germany according to § 32a Aliens Law is granted only a residence permit for a period of three months. This status doesn’t meet their situation in any way. Legal and social problems are resulting (week legal certainty, practical impossibility to get jobs, no family reunification, reduced medical care, reduced social welfare according to the Act on Benefits for Asylum seekers etc.).
    The adequate instrument for the reception of the short-term evacuated quota-refugees is the „Law on Measures for Refugees received within the Framework of Humanitarian Relief“ from 1980. Persons received according to this law are granted full refugee status. This status of a quota-refugee can be revoked by a formal procedure in the case of cessation of the prerequisites.
