PRO ASYL and the Federal Association
„Asylum in the Church“ demand:

Conference of Home Secretaries should give up its blockade attidude against a Ruling of Old Cases and finally against a further reception of Kosovo refugees
Home politics mustn’t ignore humanitarian criteria

On the occasion of the Conference of the Home Secretaries starting tomorrow call the Nation-wide Human Rights Organisation for Refugees PRO ASYL and the Ecumenical Federal Association „Asylum in the Church“ upon the Interior Ministers of the Federal States to give up their blockade attitude and to agree to a humane and generous Ruling of Old Cases.

Refugees, living for more than five years in Germany, should be granted a residence authorisation. Special refugee groups, for instance war refugees from Bosnia or Kosovo mustn’t be excluded here…

PRO ASYL spokesman Heiko Kauffmann: „A new Ruling of Old Cases may not be re-edition of the previous regulations. It must be orientated clearly and generously to humanitarian criteria. Only in this way positive results can be reached for an integration of refugees or in order to ease the work load of courts and administrations. Such a regulation is overdue long. Every further delay creates unreasonable hardships for the refugees concerned.“

The Ruling of Old Cases promised by the Red-Green Federal Government must be implemented finally. Only in such a way for many refugees could be finished an unbearable situation of uncertainty. Affected by this is also a big portion of persons, having sought refuge in church communities. Therefore a Ruling of Old Cases may not exclude refugees staying in church sanctuary.

Furthermore it isn’t acceptable, that the Interior Ministers of the Federal States instructed the aliens offices not to accept „declarations on self commitment“ for the issuing of visa of refugees from Kosovo. Albanians from Kosovo living here must be given the possibility, to take away their relatives from the unworthy situation in the refugee camps
