As of June 1, 1999 Algerian security forces will fetch deportees at German airports

As of June 1 Algerian deportees will be fetched by Algerian security forces at German airports and accompanied during their deportation flights. This results from a letter now become known of the Federal Home Affairs Ministry from March 31, 1999 and the protocol of an expert meeting on the implementation of the readmission agreement already negotiated with Algeria by the former Federal Government.

After intense public criticism of the planned co-operation of German and Algerian authorities and the „delivery free of charge“ of refused asylum seekers details remained undecided for the time being. On February 17 and 18, 1999 a delegation under the lead of Klaus Severin, chief of the direction of the Federal Border Police negotiated in absence of representatives of the Foreign Office with an Algerian delegation under the lead of Mustapha Mesli, Chief of the Cabinet of the Direction Genérale de la Sûreté Nationale. PRO ASYL knows now the results .

Attachments of the protocol prove a very close co-operation with the Algerian security forces exceeding used international practice with deportations. So within item I. 4. of the attachment I of the protocol of the expert meeting it is said: „At returns accompanied by special security officers of Algeria the handing over of deportees is carried out at the door of the aircraft. The handing over will be confirmed on a person handing over protocol. Available documents for the identification of a deportee will be handed over either to a person in charge of the or to the personnel of the Algerian security forces“. Repatriations to Algeria will be announced with a form directly to the General Direction of the Sûreté Nationale in Algeria.

By this for the second time security forces of an undemocratic regime can be active within the borders of Germany. Precedent were the deportations especially of Kosovo-Albanians accompanied by Yugoslavian security forces during the past years.
